The strategies that work here

  • Tier 4 small multifamily — El Cajon, National City, Lemon Grove, Escondido, and Vista have the county's 2–4 unit stock; cap rates of 4–5% on actuals are achievable with value-add.
  • ADU / JADU additions — flat 7,000+ sq ft lots in Spring Valley, Santee, Vista, and Escondido; state law allows at least one ADU and one JADU by right, and the City of San Diego's bonus program can allow more. VERIFY current rules.
  • Military-family SFR rentals — Oceanside, Chula Vista, Santee, and Scripps Ranch; steady tenants, BAH-anchored rents, low vacancy.
  • Student rentals — SDSU (College Area), UCSD (UTC/Clairemont), CSUSM (San Marcos); check mini-dorm rules.
  • Furnished / mid-term — travel nurses and biotech contractors near UTC and Hillcrest; 30-day-plus avoids STRO licensing.

Where it doesn't work

Coastal Tier 1 and most of Tier 2 at 22–45× rent; anything in a Very High fire zone without a bindable insurance quote; east Chula Vista and San Elijo Hills where Mello-Roos erases the margin.

The demand base

Roughly ~115,000 active-duty service members, the Sorrento Valley / Torrey Pines biotech cluster, Qualcomm, three universities, and cross-border trade. VERIFY SDMAC / EDD.

Does San Diego real estate cash-flow?
At the coast, no — price-to-rent ratios of 30–45× mean negative cash flow on any normal leverage; those markets are appreciation and furnished-rental plays. In Tier 4 (National City, Spring Valley, Lemon Grove, El Cajon, Escondido, Vista) ratios of 16–20× and 2–4 unit stock can reach a 3–5% cap rate unleveraged, and ADU strategies improve it. Every figure here is a placeholder to be verified.
What is the City of San Diego ADU bonus program?
Within the City of San Diego, the ADU Bonus Program allows additional accessory units beyond state minimums on lots near transit when a unit is deed-restricted affordable, and waives certain fees. It has been revised repeatedly; VERIFY current rules, the 2024–25 amendments limiting it in single-family zones, and whether your parcel qualifies before underwriting it.
Where is student rental demand strongest?
San Diego State (College Area, Rolando, La Mesa), UCSD (La Jolla, UTC, Clairemont, Mira Mesa), and CSUSM (San Marcos, Vista, Escondido). Mini-dorm ordinances in the City of San Diego restrict by-the-room rentals in some zones; VERIFY.
